Conformity assessment – Requirements for
the operation of various types of bodies performing inspection.
A. Administration
Global Inspection Specialists Pte Ltd is legally
registered in Singapore. The quality manual of the company describes its functions
and the technical scope of activity that GIS both specializes and is competent
in regarding managing the work described. GIS have adequate
liability insurance and has independently audited accounts.
B. Independence, impartiality, and integrity
GIS management, its staff and all personnel are
free from commercial, financial, and other conflicting interests. A company
handbook and human resource procedures are implemented to ensure that no outside
influences are tolerated that affect the results of any inspection completed.
C. Confidentiality
The GIS quality manual ensures strict
confidentiality of all information obtained in the course of the inspection
activities and proprietary rights are ultimately protected.
D. Organization and management
GIS maintains a fluid company organizational chart
and specific personnel job descriptions that enables us to optimally perform
all technical functions to the highest degree ensuring premium customer
experience.
We permanently employ a qualified and experienced technical manager on staff
who has the responsibility to ensure inspection activities are carried out in
accordance with any and all required international standards. We also appoint
dedicated supervisors that are completely familiar with all inspection methods,
procedures, and objectives of the inspection, including analysis of the results.
In any circumstance where there is an absence of a technical manager, supervisors
will deputize an experienced inspector to assume the role of technical manager
and is responsible for the inspection services. Our technical department has carefully
developed each position involved in the quality of the inspection which
requires a level of technical and mechanical education, meticulous training, and
a base of knowledge and experience.
E. Quality System
We have defined and documented our company policy to
focus our commitment to provide the best customer experience and ensure that our
policy is understood, implemented, and maintained at all levels in our
organization. Our procedures manual is fully documented and details our system to
ensure appropriate inspections are performed consistently according to type, while
ensuring quality and accuracy required by all applicable international
standards.
We have appointed a Quality Management Officer QMO, who along with other
duties, is responsible that quality, accuracy, and authenticity are implemented
in all inspections completed. The QMO answers directly to the company leaders.
We have also appointed internal auditors that perform internal checks on quality
and verify that our operating procedures are in accordance with our policies
and also in compliance with required standards and criteria. All auditors are
suitably qualified and not associated to the controls and procedures in which
they are appointed to audit.
We have developed procedures for handling feedback and conduct and record
thorough investigations whenever discrepancies are detected in the procedure of
the inspection process. We also conduct regular reviews of our systems and
processes to ensure we are continuing to operate at the highest levels.
F. Personnel
We maintain a sufficient number of permanent employees
with a wide range of expertise to perform all business functions. The staff
that are responsible for the physical vehicle inspections all have the
necessary qualifications, training, experience, and extensive knowledge of the
requirements of the inspection they are tasked to perform.
We maintain a detailed training program to ensure that our personnel are well
versed in all technical and administrative aspects of their duties as well as
procedural requirements from the company. Staff are not rewarded by the volume of their
work but by the quality of their performance instilling a work ethic of
accuracy and consistency.
G. Facilities and equipment
We have suitable and adequate facilities and all
necessary equipment to conduct all activities associated with the inspection process.
All equipment is properly maintained in accordance with our strict procedures
and policies. We also maintain an accuracy calibration when required to ensure
inspection accuracy and consistency following necessary calibration
measurements and recorded following national and/or international standards
H. Inspection methods and procedures
We have implemented and detailed our methods and
procedures for vehicle inspections which are defined in the requirements of the
local criteria standards for importing by country. All instructions, written
procedures, worksheets, checklists, and reference data relevant to the work we
perform are methodically maintained and recorded in our control system and are
readily available to all relevant parties.
I. Records
We maintain a meticulous record system ensuring
compliance with all applicable regulations. The records are detailed to include
all necessary information to satisfy an accurate evaluation of a motor-vehicle.
All records are safely stored for a specified period, held secure and in
confidence to the client, unless otherwise required by law.
J. Inspection reports and inspection certificates
The work carried out by our inspectors is covered
by a retrievable inspection report and associated with a relative inspection
certificate. The inspection report and/or inspection certificates include the detailed
results of the examination and the determination of conformity. All information
is reported accurately, and clearly and is approved by authorized staff
members.
K. Complaints and appeals
Should any customer or relative party have an issue
or complaint with our inspection process, we have implemented procedures for
investigating and handling any circumstance surrounding questions related to
our processes. We have an appeals process followed by a methodical
investigation and review carried out by legally delegated authorities, and necessary
actions determined thereafter of which all records are retained.
L. Cooperation
We participate in exchanging experiences with other
inspection companies to enhance the inspection processes across the industry,
contributing to make transportation safer.
